Vintage Zircon Circle Brooch: Gold Vermeil Bezel Setting, Circle of Love

This is gorgeous circle of Love Zircon Brooch. It has three bezeled stones, a c clasp in great shape very secure, all open backed stones, signed but I have no idea by who it is very small (tried to Google Lens it and had no luck other than the zircon stones), looks European or possibly German? It is 2 inches wide by 1 1/2, pretty sure it is gold vermeil, and Zircon was used before blue Topaz became popular and cheaper to produce jewelry. Zircons dazzle in the light much more than Topaz and are highly collectable. This would be a memorable Birthday gift or for a bride to wear on her veil, something Blue, oh so pretty!!
